The aim of the FluCARE application is to help Residential Age Care Facilities (RACFs) make timely notifications of acute respiratory infection to the Sydney Local Health District (SLHD) Public Health Unit (PHU). The PHU will endeavour to ensure that information and resources on FluCARE are updated as possible. However, it remains the responsibility of the user to be familiar with current national guidelines and recommendations regarding the management of influenza outbreaks in institutions, to act in accordance with their institutional and/or local protocols, where applicable, and to be compliant with any legislative requirements for responding to and reporting influenza outbreaks.
The information provided by FluCARE is based on national guidelines but is provided as guidance only, it remains the responsibility of the user to apply the information appropriately with consideration to the individual circumstances of their facility and the outbreak. Where uncertainty exists, specific guidance from their local and/or institutional protocols, facility executive, relevant healthcare providers and/or the PHU should be sought.
All information entered into FluCARE will be kept confidential and will not be used for purposes other than the surveillance, management and reporting of influenza outbreaks to relevant SLHD and NSW Health stakeholders. All information will be kept according to requirements of the State Records Act 1998.
Each RACF that is registered with FluCARE will be assigned an administration account. This special account will have access rights to enable the RACF to generate user accounts for staff to access FluCARE. Both the administrator and the user accounts will be able to enter information regarding sick residents and staff onto FluCARE, however, only the administrator account user will be able to see details relating to sick staff. It is the responsibility of the RACF to assign these accounts to relevant staff according to their own policies, and to ensure that their staff access and use FluCARE in compliance with standard patient confidentiality obligations and any other relevant requirements.
It is the responsibility of the RACF to notify the PHU if issues are encountered when using the FluCARE application. If for unforeseen reasons, the application becomes unavailable or inaccessible, RACFs are still required to notify the PHU of cases of influenza using standard procedures, that is, by calling the PHU.
The FluCARE application should only be used in relation to the reporting of cases of influenza and influenza-like illness in RACFs within SLHD. Other notifiable diseases (e.g. gastroenteritis outbreaks) are to be reported according to appropriate guidelines and requirements. RACFs which are not in SLHD are not currently eligible to use the FluCARE application.
